My sister grabbed my work bag off a pier and threw it in the river in front of twenty sailors. She thought I’d come to embarrass her. She didn’t know I was the commander running the inspection.

That is the point where a person either takes the small loss or doubles it.

I watched my sister do the arithmetic and choose, and I have thought about it since, because I have watched people do that on a quarterdeck and I know exactly what to say to make the first option easier.

I have four or five sentences for it that work on almost anybody.

I did not use one of them.

I said: Arabelle, I’m giving you one more chance to walk back to your van.

That was when she grabbed the bag off the crate.

She took the strap in her left hand, turned, and walked to the edge.

I said: Arabelle, do not—

And she said: do not what? Do not embarrass you? Isn’t that what you came here to do to me?

She stopped with the bag hanging out over the water and got hold of my wrist with her other hand, and said it again, to all of them, because the first time had not landed the way she wanted.

Imara Vega had backed off about twenty feet with her hands slightly out, which is what a sensible civilian does, and she has told me since that she had already written the time down on the back of a drawing.

Twenty people, and only one of them was recording anything, and it was the contractor’s own project manager.

And at the edge of it, in a plain windbreaker, a man was watching the bag and not the argument.

That is the difference between us and I did not see it until I read his notes.

You couldn’t let me have one day.

Then she threw it.

What my sister did not know was what was in it.

A federal inspection binder with eleven weeks of work in it. A secure tablet. About forty pages of waterfront assessment notes that are not for general reading, some of which relate to a contractor’s remediation schedule.

And standing about six feet away, at the edge of the group, was an investigator in a plain windbreaker who quietly took a notebook out of his jacket the moment that bag went under.

He had been on that pier since eight o’clock. He was there for the inspection, not for her.

She never noticed him. Not once. I have watched her eyes on the recording and they never go anywhere except my face.
